Caregiver Services

Services under this branch are typically called personal assistant services.

These personal services are then broken down into:

  • Personal Attendant Services (PAS)

  • Family Care (FC)

  • Primary Home Care (PHC)

  • Personal Care Services (PCS)

  • Community Attendant Services (CAS)

  • Respite Care

Personal Assistant Services is a Medicaid benefit that helps clients with their everyday tasks. These tasks are called activities of daily living (ADLs).

Such ADLs include:

  • Eating

  • Assisting with toileting

  • Dressing

  • Assisting with walking

  • Medication Administration

  • Bathing

  • Escorting

  • Cleaning

  • Shaving

  • Assistance with Oral Care

  • Transfer

  • Routine Hair Maintenance

  • Meal Preparation

  • Exercise

  • Shopping

  • Laundry

    Star Healthcare staff will go over the specific service items ordered by the clients’ caseworker and then set up a weekly care plan based off the units/hours approved. A personal care attendant will then be assigned to the client who will carry out the ordered services and care plan.

Eligibility

Anybody is eligible to receive the many service that Star Healthcare of Texas provides through private pay. That can get very expensive though.

The good news is that Texas Medicaid, or one of the many Texas Medicaid Managed Care Organizations providers (MCOs) can pay for the caregiver services. Here are a few of the following conditions that must be met.

  • 21+ years of age and be actively enrolled with Texas Medicaid or a Texas Medicaid MCO.

  • Must have an ongoing disability, physical or mental illness, that has been confirmed by a doctor or practitioner.

  • Have a Practitioner Statement of Need (Form 3052) signed by a practitioner (physician, advanced practice nurse, or physician assistant) who has examined you in the last twelve months.

  • Need help with ADLs based on the Personal Care Assessment Form.

  • Give reason why a responsible adult that lives in the same home cannot help you with ADLs.

    • Texas Medicaid does not allow such responsible adults in the same home (also called the primary caregiver)to be hired/contracted to be paid as an attendant.
